Anno 117: Pax Romana arrives as the newest entry in the series, bringing players back to the golden age of the Roman Empire. With its focus on city-building, resource management, and careful strategy, the game requires players to understand production rhythms and the needs of their citizens.

For beginners, some mechanics may feel complicated, especially in the early stages. Therefore, here are five essential tips that will help you start your journey as a successful Roman governor, complete with detailed explanations to help you understand the foundation of the gameplay from the very beginning.

1. Build Two Woodcutters and Two Sawmills Early in the Game

At the start, Anno 117: Pax Romana places Timber as the most important resource. Nearly all early buildings require it, so running out of Timber can severely slow down your city’s development. Although the tutorial only asks players to build one Woodcutter and one Sawmill, the best approach is to immediately build two Woodcutters and two Sawmills.

These two buildings share the same processing time, which is 30 seconds per production cycle. This means one Woodcutter is technically enough to supply one Sawmill. However, by building two pairs, you not only speed up Timber production but also anticipate the growing demand once your city begins expanding.

A useful tip for beginners is to leave some forested areas untouched for future Charcoal needs. Clearing forests aggressively does open up construction space, but neglecting Charcoal production may cause problems as the game progresses. With a stable Timber supply from the start, you can build more freely without worrying about running out of basic materials.

Additionally, understanding chain production early on is extremely important. For example: the Wheat Farm and Bakery take 60 seconds to process their materials, while the Flour Mill only needs 30 seconds. This means the ideal ratio is two Wheat Farms + two Bakeries for one Flour Mill. Production chains like this will appear frequently in the game, so understanding each building’s rhythm will greatly support your city’s development.

2. Take Advantage of the Speed Control Feature

One of the biggest advantages of Anno 117: Pax Romana is its flexible time control system. This feature is very helpful for speeding up slow processes, such as when a ship is traveling to a destination or when you are waiting for certain goods to finish production.

At maximum speed, time feels much faster, making waiting periods less tedious. On the other hand, players can slow down time or even pause the game when they want to plan their strategy calmly.

Pause mode is especially important if you want to move buildings, reorganize your city layout, or recalculate your production chains without dealing with risks such as fires, citizen dissatisfaction, or resource depletion.

For beginners, adjusting game speed should be used as a learning tool. When you pause the game, you can observe in detail how citizens move, how fast resources are consumed, or which buildings are active or inactive. This helps new players understand core mechanics without the pressure of real-time progression.

3. Don’t Rush Through the Campaign

Many new players rush through the campaign thinking the game has a time limit. However, Anno 117: Pax Romana does not have a global timer. Even when Calidus orders the governor to travel to Albion, players can stay in Latium for as long as they want.

This offers flexibility to fully develop the city before starting the next journey. You can stack up Denarii, stabilize production chains, increase population, and ensure the city is strong before facing the challenges of new regions.

However, some events do come with their own short timers, such as certain requests from citizens or other factions. Even so, these timers only apply to individual events, not the campaign as a whole. This means you’re free to explore, experiment, and think long-term without feeling pressured to advance the story immediately.

For beginners, taking the campaign slowly helps them understand the game’s concepts step by step. The game is designed to be learned through relaxed exploration, not rushed progression.

4. Always Keep an Eye on Your City’s Negative Attributes

At the beginning, your city may appear peaceful with little to worry about. But as your City Status increases, various negative attributes start appearing and can affect citizens’ quality of life.

Some important attributes you must pay attention to include:

  • Low Health → sickness will spread quickly
  • Low Happiness → citizens may become restless or revolt
  • Low Fire Safety → the risk of fires increases
  • Risk of Unrest → uprisings that may damage buildings

To prevent this, build City Watch facilities such as:

  • Vigiles for security
  • Medici for health
  • Custodes for regional surveillance

Buildings like the Bakery have a higher fire risk, so they should be placed away from densely populated residential areas. Also, make sure these buildings have easy road access so security or medical officers can respond quickly.

Managing negative attributes is at the heart of city-building. Beginners often focus on production and expansion while forgetting that citizens have social and safety needs. Balancing both is the key to maintaining a stable city.

5. Use the Statistics Menu to Control Production

By clicking the governor’s portrait at the top of the screen, you will open the Statistics menu — one of the most essential tools in Anno 117: Pax Romana. Through this panel, you can view detailed data such as:

  • production per minute
  • citizen consumption
  • buildings operating optimally
  • buildings overproducing
  • unbalanced production chains

For example, if Sardine production shows 2/2 but consumption is below that number, it means you are producing more Sardines than needed. This is not necessarily bad, but once your Workforce increases, consumption will rise, and you may need to build more Fishing Huts.

The Statistics menu helps beginners see the city’s overall performance without checking buildings one by one. This saves time, reduces mistakes, and ensures you don’t build too many or too few production facilities.

As a new governor in Anno 117: Pax Romana, understanding the fundamentals of production, city management, and citizen welfare is crucial for creating a prosperous Roman city.

By applying the five tips above — from establishing a stable Timber production, controlling game speed, progressing through the campaign carefully, managing critical city attributes, and utilizing production statistics — your journey to building Roman glory will feel much smoother and more enjoyable.

This game demands thoughtful planning, but it also gives players the freedom to learn and grow at their own pace. Happy building!
