A Jonin can be said to be a fairly high-level ninja in Naruto and Boruto. However, not all Jonins have great fighting abilities because not all Jonins are on the front lines. 1. Tokuma Hyuga

4. Takajo Torikai

Similar to Tokuma Hyuga, Takajo Torikai is a special Jonin who also not proficient at fighting.

5. Mugino

In the Boruto era, many people commented on the quality of the Jonin because they don't feel as strong and great as they were in the Naruto era. Compared to Konohamaru, Moegi, or even Udon, Mugino's abilities haven't been shown prominently.

So far, only Mugino is a Jonin who can be relied on in battles with natural elements, but in Boruto, maybe he is a new era Jonin that is less significant.
