The strongest or mightiest characters in One Piece don't always have to be pirates or the Marines. Other powerful figures are not part of either group. In this article, Dunia Games wants to talk about the mightiest character who are neither pirates nor Marines in One Piece. Who are they? Find out here!

1. Caesar Clown

Caesar Clown is a scientist and also the main antagonist faced by the Straw Hats in the Punk Hazard plot. Caesar is known as a genius scientist and has also worked with Vegapunk. His specialty is making chemical weapons of destruction.

This Gas Gas no Mi fruit eater can turn himself into gas. It is also capable of producing poisonous gas with that ability. This gas might be able to kill Luffy if his body is not immune to poison.

2. Asura Doji

Asura Doji is a member of the Akazaya Nine. Before meeting Oden, Asura Doji lived in the Kuri area where he ruled over many bandits and criminals. But after being defeated by Oden, he joins the Akazaya Nine and vows to be loyal to Oden.

When confronted with Jack, he was able to slash him with his sword. This showed how powerful the former bandit was. Due to his strength, even Kaido asked him to join the Beast Pirates.

3. Enel

Enel is introduced as the main antagonist of the Sky Island plot. He was the former god of Skypiea who ruled the sky island by force. Enel believes he became an invincible "god" after taking the title from Gan Fall. Enel has the Goro Goro no Mi devil fruit ability which makes him a lightning man.

Enel is also an expert in Kenbunshoku Haki or also known as Mantra. With the combination of Spells and the power of his devil fruit, he can sense everything that is happening in Skypiea.

4. Magellan

After being demoted from the head warden of Impel Down, currently, Magellan works as a deputy warden of Impel Down. His position was demoted after the incident at Impel Down that saw hundreds of prisoners escape. Even so, Magellan is still a powerful strong fighter.

With his Doku Doku no Mi ability, Magellan was almost killed Luffy and Teach who was poisoned. If the two of them weren't cured with an antidote, their lives might not be saved. It would be interesting if Magellan was shown again and fought Luffy a second time.

5. Shirahoshi

Even though Shirahoshi can't fight, she turns out to be Poseidon, one of the ancient weapons that can summon the king of the seas with her cry. This ability is seen in the Fishman Island arc. It is said that ancient weapons have the power to destroy the world.

6. Sabo

Sabo is number two in the Revolutionary Army group after Dragon. He is also the adoptive brother of Luffy and Ace. He is a highly-skilled fighter who was able to defeat one of the Ten Titanic Captains of the Kurohige group, Jesus Burgess, with ease.

Sabo possesses the Mera Mera no Mi, a Logia devil fruit previously owned by his deceased brother, Ace. Sabo is personally trained by Monkey D.Dragon so that he can become very strong. He can use Kenbunshoku Haki and Busoshoku Haki as shown in the Dressrosa arc. Sabo is definitely one of the strongest characters in One Piece who is neither a Marine nor a pirate.

7. Monkey D Dragon

Dragon is the father of Luffy and the son of the Marine hero, Garp. Dragon may not have committed a crime, but instead, he fought for the freedom of everyone and against the World Government. That's why he is the most wanted person in the world.

Not much is known about Dragon's powers but during his introduction to the Loguetown plot, he was able to save Luffy from his execution and even stop Smoker. Considering Dragon is the leader of a group that could harm the World Government, it wouldn't be strange if he mastered all three types of Haki.

8. Im-sama

As this article is published, Im-sama is still one the most mysterious character ever introduced in One Piece. He is depicted as the only ruler of the world government, even the Gorosei are bow to him. Im-sama's mystery and position shows that he is not only an ordinary Tenryuubito but also a strong individual.

If not Teach, Im-sama will most likely be the last antagonist at the end of the story. Just wait until Oda reveals more from him.
