Netflix posted a live action Cowboy Bebop "Behind the Scenes" video in October 2019 to mark the start of production. Production on the first season was postponed in New Zealand following lead actor John Cho's knee injury in October 2019, followed by the coronavirus disease (COVID-19) pandemic.
In July 2020, New Zealand's Ministry of Business, Innovation and Employment began allowing the crew of the series into the country for filming within the next six months, even as most of the world's countries are still dealing with COVID-19.
Writer and executive producer, Jeff Pinkner, revealed a teaser in April 2020 that the series staff was planning a second season. Pinker said that the hour-long project allowed them to "really tell the story of what is happening in that world in a way that will hopefully not only please the anime fans but also expose a lot of new people to the world of Cowboy Bebop, Yoko Kanno's brilliant masterpiece”.
This live-action Cowboy Bebop series is a co-production between Netflix and Tomorrow Studios, with Netflix handling the physical production. Tomorrow Studios is a partnership between producer Marty Adelstein (Prison Break, Teen Wolf, producer for the live-action One Piece project) and ITV Studios.
Shinichiro Watanabe, director of the Cowboy Bebop anime, is serving as a consultant for the project. Andre Nemec, Josh Appelbaum, Jeff Pinkner, and Scott Rosenberg of Midnight Radio are credited as hosts and executive producers.
Tomorrow Studios sent Marty Adelstein and Becky Clements; Yasuo Miyakawa, Masayuki Ozaki, and Shin Sasaki of Sunrise (the studio that animated the original series); also Tetsu Fujimura and Matthew Weinberg are also credited as executive producers. Chris Yost (Thor: The Dark World, Thor: Ragnarok) wrote the series, and is credited as executive producer.
