By using chakra, ninjas in Naruto can turn one’s energy into a certain element to attack enemies. One of the many elements in Naruto is the Ice; with Yuki clan’s exclusive Ice Element kekkei genkai is the most feared by all.

But, not only kekkei genkai users who can use ice jutsu as a weapon for offensive purposes! Here is the list of six ninjas who can us Ice Element jutsu.

1. Haku

A member of Yuki clan whose strength is very feared. His Ice Element kekkei genkai manifested ever since he was a child and makes his life miserable until he’s recruited by Zabuza Momochi and mastering various deadly ice attacks. Owning his life to him, Haku later dies protecting Zabuza from Kakashi Hatake’s Raikiri.

2. Renga

The leader of the Janin criminal group that appears on Naruto Episode 187. He has a unique power to turn water or water particles into many weapons made of ice; even though technically he cannot create ice, so his ability is just basic ninjutsu.

3. Ryougi

A member of the Byakuya Band of Thieves that appears on Boruto Episode 43. Suspected by Sarada Uchiha to have Ice Element kekkei genkai like Haku and Yuki clan had. This young orphan ninja is seen using the power to do many acts of thievery.

4. Fubuki Kakuyoku

One of the main villains hired by Doto Kazahana in Naruto the Movie: Ninja Clash in the Land of Snow. He is a member of Yukigakure Village because he has the control to manipulate ice and snow (not making them from scratch).

With that power, he can make Hyoro no Jutsu ice cage and trapping Sasuke when fighting.

5. Nadare Rouga

The leader of the Yukigakure crime cult. Once fought Kakashi Hatake when he was still an Anbu. Nadare can manipulate ice and snow into a variety of deadly animals; Haryuu Mouko (ice dragon), Ikkaku Hakugei (horned whale), and dozens of snow wolves called Rouga Nadare no Jutsu.

Because his attacks are not kekkei genkai, Kakashi can copy them with Sharingan.

6. Doto Kazahana

The main villain in Naruto the Movie: Ninja Clash in the Land of Snow. Doto can use various and powerful ice jutsus. He can also manipulate ice and snow around him - even he can create a dragon from a pile of black ice to attack his enemies.

The armor that he wears can increase his attack power.

So that’s the list of Naruto characters who can use Ice Element jutsus. Even so, the only kekkei genkai is Haku’s ice and the others are only using ice around them.
