The voice actor for Franky, Kazuki Yao, has reportedly been facing health issues. It is still unknown what illness he is suffering from, but it has caused him to step down from voicing Franky in the One Piece anime for an indefinite period. As a result, he did not participate in the voice acting for One Piece episode 1121.
In episode 1121, Kazuki Yao was also supposed to voice Django, who coincidentally shares the same voice actor as Franky. If you paid attention, Django's voice in the episode was different from before. Indeed, Django's voice was replaced by Wataru Takagi, who also previously voiced Bellamy in One Piece.
