Gorosei (literally means “Five Elders”) is the leader of the World Government. These five elders hold the highest position in all of the government bodies from the Police, Marines, and ten units of Cipher Pol. All of these government bodies work under the direction of Gorosei, that’s also known as the Highest Authority in the World Government. 

They are the ones with the power to choose which crew has the right to join (or kicked out of) Shichibukai and also use the Buster Call armada to destroy a particular place, and they give the rights to the World Government. 

Their main job is to protect the world from threats and instability that’s caused by the pirates and keep the excellent image of the World Government.

To ensure all of the things above, they even kept the destruction of archaeologists and Ohara clan for researching the Void Century a secret, gives secret order to Doflamingo to take out Gekko Moria after Luffy beats him, and burry the information about the escape of Level 6 prisoners of Impel Down. 

We can see that politically, they hold the most influential power, but judging from the appearance of Gorosei themselves, we can’t determine if they are physically as strong as Sengoku or maybe even stronger. 

But looking at the fact that one of the Gorosei brought a sword and has a body covered in scars, then maybe the Gorosei is another figure that Luffy and friends have to face in the future. Not to mention, this sword is similar to the cursed Sandai Kitetsu of Zoro. 

At chapter 907, Shanks is seen meeting the Gorosei to talk about something. Shanks may have a deal with the higher-ups of the World Government. The topic of their conversation is still a mystery. 

Publically, Gorosei is known as the highest authority in the World Government, but there are some with a higher position. This person, referred as Im-sama, is the real leader of the World Government. Even the Gorosei bows down under this person’s presence. 

Im-sama holds a grudge to anyone that inherits the will of D, such as Monkey D. Luffy, Marshall D. Teach, and one of the most dangerous ancient weapon Poseidon or Shirahoshi. The writer thinks that Im-sama will be the toughest opponent Luffy and friends will face nearing the end of their journey.
