1. Deidara

2. Danzo

Danzo Shimura instantly gave the impression of a cunning character since his first appearance in Naruto. As the leader of the Anbu Black Ops, Danzo carried out most of his evil deeds in the shadows, doing whatever he wanted without permission from the Elders.

When it comes to skills, Danzo is definitely not one of the most powerful villains in the series, but his intel gathering and wit made him a dangerous enemy.

It was his power as an Elder and his position as the leader of the Anbu that ultimately sealed the fate of the Uchiha clan, not to mention what he later did with all the Sharingan eyes of the dead Uchiha.

3. Kisame

One of the Seven Ninja Swordsmen, Kisame was a terrifying monster. He was a member of the Akatsuki who betrayed his village and killed his former master.

Apart from being a highly-skilled swordsman, he also had tremendous chakra reserves that matched his physical strength and speed. Aside from his expertise in using Samehada, he could heal and replenish his energy by fusing himself with his weapon.

However, his true strength lies in his water jutsu. He could manipulate and create large quantities of water to turn the tide of the battle.

4. Sasuke

Sasuke was the main rival of Naruto who was also the main cause of the many problems in Naruto Shippuden at some point. Ever since Sasuke left Konoha, things were getting complicated for Sasuke. He managed to develop the Mangekyou Sharingan and mastered the Amaterasu later on.

5. Orochimaru

Orochimaru is the Legendary Sannin and the main villain in most parts of the Naruto series. He was a serpent-like creature who dreamed of the destruction of Konoha.

He's one of the scariest villains in the Naruto series as he molded his powers by performing unspeakable experiments and teaching his methods to his followers.

It was this research and intelligence that allowed him to modify his body and abilities to make him immortal, as well as immortalized his techniques.

6. Itachi Uchiha

In addition to having formidable physical strength, Itachi was also a talented genius. His intelligence and ability to use the Sharingan set him apart from the rest of the Uchiha clan.

He was the master of the Mangekyou Sharingan and genjutsu, which trapped his target in illusions he created. Because of this skill set, he was an exceptional strategist who was almost invincible.

7. Pain

As one of the most experienced ninjas with Rinnegan, Pain was the most powerful figure in the Akatsuki. With Rinnegan, his power posed a huge threat to anyone who gets in his way.

8. Tobi/Obito

Tobi is one of the greatest villains in the Naruto series. He might give the impression of a silly character, but that was nothing but a facade he used to distract everyone.

In reality, Tobi controlled Akatsuki due to his ability to manipulate others as he did when he influenced Pain to go on a rampage.

He also possessed the Rinnegan and Mangekyou Sharingan abilities, a highly deadly combination of techniques.

9. Madara Uchiha

Madara Uchiha was known as one of the most powerful in the Uchiha clan. Known as Hashirama's rival, fans were already aware of Madara before he made his appearance in the anime, and despite rumors of his death, the story of his prowess lived on.

Madara was the first Uchiha to use the Susanoo ability, a summoning technique that requires the Mangekyou Sharingan in both eyes. The first to summon Susanoo was Itachi, and while Itachi struggled to maintain his chakra, Madara was able to use Susanoo with ease.

10. Kaguya Ootsutsuki

Kaguya Otsutsuki is the final main villain in Naruto Shippuden. Her introduction came as a big surprise and turned everything fans knew about the world of Naruto from the start.

While it's true that many fans believe that Kaguya's role in the series was unnecessary, that doesn't necessarily change the fact that she is probably the most powerful villain in Naruto.

Kaguya is basically an alien, or as they call it in the series, an Otsutsuki, and she is the very reason for the inception of chakra. She was the first being on Earth to possess chakra after consuming the fruit of the God Tree. As the bearer of all ninjutsu, her abilities are bound to no limit.
