In the SBS One Piece volume 72 column a reader asked Oda. This reader, who turns out to be Spanish, is aware that Dressrosa is similar to the place where he lives, to be precise in Salo del Manga. He also asked Oda the reason why he chose that place as the inspiration for making Dressrosa.
Oda also explained the reason. One day he got a fan letter from Spain. He also had the idea to draw a Spanish-inspired place in his manga, hence the creation of Dressrosa. This may be one way Oda respects his loyal readers.
