The smile devil fruit has a difference with Zoan devil fruit, as stated by Oda below. On SBS One Piece volume 97, a fan asked, “Can a gifter transform into the human and animal form at will? Or it depends on the devil fruit?”

Oda replied, “That depends on the devil fruit. Smile is a man-made devil fruit, that’s why the fruit is unstable. Even though they received beast-like abilities, some of them must accept to stay in that form or withstand in another form (for example, a person with a lion on the belly, or getting eaten by a hippopotamus). A few smile users can get a powerful transformation, but it’s a gamble.”

That’s Oda’s answer regarding the smile devil fruit. It’s different than Zoan types which the form can be altered at will, almost all smile fruit users cannot turn into human form like the gifters.
