Almost all characters in One Piece created by Eiichiro Oda are based on famous people in the real world, including Borsalino, or also known as Admiral Kizaru. The Admiral is based on a real-life Japanese actor, as stated by Oda in an SBS column.

On SBS One Piece volume 70, a fan asked, “I have a question. Is Borsalino based on Kunie Tanaka as Borsalino 2 from Truck Yaro: Basuko Ichiban-boshi?” 

Oda happily stated that the fan’s guess was right. Kizaru is based on Kunie Tanaka as Borsalino 2 in the said movie. If we take a look at the two face’s expressions, both are identically similar. Most of the characters in One Piece created by Oda are based on real-life figures.
