If you already watch The Last: Naruto the Movie and Boruto anime, surely familiar with Toneri Otsutsuki. He is the only direct descendant of Hamura, one of Kaguya Otsutsuki’s sons, who remain in the ninja world. Once had a small role in Boruto, Toneri’s first appearance in The Last reveals more about Otsusuki clan’s past; half of the clan once tasked to keep the Moon to prevent the Ten Tailed Beast or Kaguya from being resurrected!

But for some reason, during the Fourth Shinobi World War, why Toneri doesn’t descend from the Moon even though Kaguya’s threat is at close? Before talking about Toneri’s disappearance, let us remind you how Kaguya and Gedo Mazo can have a close connection with the Moon as well as tasks given by Hamura to his descendants.

After giving birth to twins Hagoromo and Hamura, Kaguya also divided her chakra (and those she gathered after consuming Chakra Fruit) into their body. Years later, Kaguya became more chakra hungry and wanted to ‘conquer’ all chakra in the World; uniting with God Tree and turned into Ten Tailed Beast and challenging her sons.

After weeks of fighting, Hagoromo and Hamura successfully sealed the Ten Tailed Beast into Hagoromo while his chakra-less body caged with Chibaku Tensei and thrown into space -- and the cage turned into Moon and the empty body turned into Gedo Mazo. 

Hagoromo stayed on Earth and spread the chakra, giving birth to ninshu that later adapted into a war tool called ninjutsu and distributed Ten Tailed Beasts into separated Nine Bijuus (Tailed Beasts). On the other side, Hamura, alongside half of his family, decided to ascend to the Moon to taking care of Gedo Mazo to prevent the Ten Tailed Beast from causing a ruckus.

Toneri Otsutsuki’s Task and Hamura’s Descendants

After receiving a message from his brother to wait for 1.000 years and keeping an eye on humanity before descending back to Earth, Hamura swore that his clan will keep the Gedo Mazo until the end of their lives.

Spending his last days watching the Earth until he’s old, Hamura asked Otsusuki clan on the Moon to continue his duty before he passed away. But after hundred years passed, caused a misunderstood among Otsusuki clan on the Moon and separated them; the Main Family wanted to watch humanity then descends to Earth, but the Branch Family wanted to destroy the Earth if they consider Hagoromo’s descendants destroying the Six Sage Path’s teachings. 

The different perspectives ended up in a civil war, as well as the Main Family destroyed due to the Tenseigan Energy Vessel -- an energy machine that created from Hamura’s Tenseigan and many Byakugans, as well as the Moon’s power source.  

One millennium had passed since the defeat of the Ten Tailed Beast, the Otsusuki Clan’s Branch Family on the Moon started to die one by one and leave Toneri as the sole survivor.

The Reason Behind Toneri’s Absence During Kaguya’s Attack

As mentioned in The Last: Naruto The Movie, two years after the resurrection (and the defeat) of Kaguya again, Toneri and his clan assumed that the world created by Hagoromo as a failure and Earth shinobis will destroy the world’s peace and order; so he’s ready to execute ‘Hamura’s order’ to destroy the Earth. 

Funny enough, based on The Last storyline, Toneri himself realized that Gedo Mazo was successfully stolen by Rinnegan’s power, and finally the Ten Tailed Beast and Kaguya managed to live again during the Fourth Shinobi Wolrd War! But why he does nothing? 

Why he has to wait for two years? Logically, he can arrive during Kaguya’s strike -- or even when Madara released Gedo Mazo for the first time -- and destroying the Earth when they’re still weak compared to an Otsusuki’s strength level (before Naruto and Sasuke received Hagoromo’s chakra)?

1. Requires Necessary Preparations to Use Tenseigan’s Power

There are two kinds of Tenseigans: the first, Hamura’s dojutsu that can be recreated by combining Hamura descendant’s chakra from Otsusuki and Hyuuga clan; the two, Energy Vessel with the same name that powered by Hamura’s Tenseigan before he died as well as thousands of Otsusuki’s Byakugans on the Moon and used as the Moon’s power source. 

Toneri’s plan to destroy the Earth is by dropping the Moon piece by piece into the Earth. Then, it’s possible to prepare for such things such as preparing for his puppet army and other matters for the sake of his plan, Toneri requires a long time of preparations.

2. Toneri’s Father Was Doubting Branch Family’s Opinion

Toneri mentioned that he and his father visited the Earth numerous times silently and later fell in love with Hinata. His father told him that one day he would be better descend to Earth and find some friends there. 

Then it can be assumed that until the Fourth Shinobi World War, Toneri’s father still alive and he didn’t want to destroy the Earth; not only questioning the Branch Family’s opinion but also for his son to be able to live surrounded by people he loves in the future. 

But before The Last event takes place, Toneri’s father passed away, and Toneri decided to execute the only thing that’s left in his family: the order to destroy the Earth because all shinobis were failed to follow Hagoromo’s teachings.
