At that time, Shanks stole the Gomu Gomu no Mi that Who's Who brought when he was still a member of Cipher Pol. What do you think about Shanks's goal of stealing the devil fruit? Here are the possible theories!

1. Previous Gomu Gomu no Mi User

It is possible that the previous Gomu Gomu no Mi user was an important person and Shanks wanted to keep the fruit from falling into the wrong hands. There's a very small possibility that the previous user was Joy Boy, or it could be that the fruit was eaten by Rocks D. Xebec.

If we pay attention, Luffy has fought and shown his abilities to people related to Rocks such as Kaido, Big Mom, Garp, and Shiki (non-canon). From there, it's possible that the Gomu Gomu no Mi is a special devil fruit besides Luffy as a user.

2. Similarities with Yami Yami no Mi

Another possibility is that Shanks was actually after the Yami Yami no Mi, but he mistook it because Gomu Gomu no Mi and Yami Yami no Mi has almost identical color, shape, and skin pattern as shown on the image above. The reason Shanks was after the Yami Yami no Mi was that this fruit's special. With this fruit, Teach can steal devil fruit abilities from deceased devil fruit users.

He stole Gura Gura no Mi from Shirohige and use it as his power, and Absalom's ability was stolen and given to Shiryu. Teach probably has a relationship with the Rocks, and it could be that their devil fruit was identical. Teach's ship is named Xebec, and his hideout is also the same as Rocks, Hachinosu Island.

3. A Fruit from Roger

There are two possibilities here, the first is that Roger was a previous Gomu Gomu no Mi user or Roger had a Gomu Gomu no Mi but it was stolen at some point. Do you remember what Roger said to Shanks before he go to Laugh Tale? Maybe he ordered Shanks to take the Gomu Gomu no Mi from the World Government and keep it.

Roger didn't want the fruit to fall into the wrong hands. It could be that Roger wanted the fruit to be eaten by the person who inherited his will. Luffy's eating of the Gomu Gomu no Mi may have been Roger's plan from the start. If Shanks had known from the start that Luffy inherited Roger's spirit, maybe he wouldn't be surprised since Luffy ate it.

4. The Fruit Was Meant to be Given to Luffy

Besides Roger's message to Shanks, it's also possible that Shanks has seen Roger's spirit in Luffy. But he wanted to test Luffy even further before handing him the Gomu Gomu no Mi. At that time, Luffy was too young to fight and set sail, and that's why Shanks was still holding back.

But because of his carelessness, the Gomu Gomu no Mi was eaten by Luffy and made him a rubber man, and might be earlier than he was actually planned.
