One Piece 1056 tells of Buggy who forms an organization with fellow former Shichibukai, Crocodile and Mihawk. The organization is called Cross Guild. People thought Buggy was the leader, even though Crocodile was the leader.

Ex Shichibukai Needs Cross Guild

Weevil and Doflamingo were captured by the World Government. Meanwhile, Kuma became a slave to the World Government before being rescued by the Revolutionary Army.

Therefore joining a Cross Guild might be the best choice for them at the moment. The Cross Guild had enough resources and combat power to back them up from the Marines' pursuit. Even Shanks or Blackbeard would think twice about attacking that group.

Joining the Cross Guild not only gave them security, but also a bridge to reach their goals. Doflamingo and Weevil were able to get free. Meanwhile, Moria, Hancock, and Law can join forces and get revenge on Teach.

Cross Guild Needs Ex Shichibukai

As a growing group, Cross Guild needed more resources, especially if it wanted to compete like a Yonkou class of pirates. The three leaders of this group were well known by many people. Those three also happen to be former Shichibukai.

That way, recruiting former Shichibukai is certainly not a difficult thing. Even though they have different goals and do not consider each other as friends, members of the Shichibukai have been at the same table and fought the same enemy. They have a better relationship with each other than with other pirates.

That is the reason why the former Shichibukai can work together. Boa Hancock had a huge army on Amazon Lily. They could add to Cross Guild's combat strength. If Gecko Moria also joins, the many types of zombies he makes are also useful as additional combat power.
