One of the Three Great Dojutsu in Naruto is Rinnegan which is the most powerful of all existing dojutsu. It was first said to be used by Hagoromo Otsutsuki, the Sage of Six Paths. With Rinnegan, the user can learn any jutsu they want and they gain access to a special power, known as the power of the Six Paths.

A user of Rinnegan is said to have control over life and death itself, which makes only the strongest characters worthy of this eye. Although Rinnegan is only one of the Dojutsu, there are some variations that can be noticed in the different characters who have used it so far. Here’s the list of the 10 strongest Rinnegan users in the Naruto universe. Where do you think Sasuke Uchiha is at?

10. Black Zetsu

One of the main antagonists of Naruto and the incarnation of Kaguya Otsutsuki, Black Zetsu, managed to get Rinnegan towards the end of the Naruto Shippuden series. By controlling Obito Uchiha's body, Black Zetsu issued Rinne Tensei no Jutsu to revive Madara Uchiha.

As expected, his skills with Rinnegan were very limited, and he didn't do much other than control Obito Uchiha's body. As such, it's no surprise to see Black Zetsu at the bottom of this list, making him the weakest user of this god's eye in the entire Naruto series.

9. Jigen’s Ten-Tailed Bijuu

In Boruto, the leader of Kara named Jigen seems to be very powerful and among his many powers, the ten tailed beast seems to be one of them too. Although it is unknown how this Ten-Tails Bijuu differs from the real thing, Sasuke believes it at least has Rinnegan.

Although its size is smaller than Kaguya's ten-tailed beast, this one seems to be just as strong. His Rinnegan, which had the tomoe mark, must have been just as powerful. The ten-tailed beasts are capable of swallowing oceans and destroying planets. If Jigen's Bijuu was on the same level as the ones on earth, it was very likely that the monster could not be stopped.

8. Nagato Uzumaki

Also known as the Third Six Paths, Nagato Uzumaki is one of the scariest characters in the entire Naruto Shippuden series, mainly because of his Rinnegan. Unbeknownst to Nagato, his Rinnegan was bestowed upon him by Madara Uchiha. Thanks to his Uzumaki clan's body, Nagato was able to fully use the power of this eye, as far as mastering every aspect of it.

When fighting at full strength, Nagato was able to face two perfect Jinchuriki, Naruto and Killer Bee. Nagato remains the only person to use this eye to its full potential, as seen in his battles against Jiraiya, as well as Naruto.

7. Obito Uchiha

Madara's successor to the Mugen Tsukuyomi Plan, Obito Uchiha is one of the main antagonists in Naruto. After Nagato's death, Obito took Rinnegan and confirmed that Tsuki no Me's plan was successful. Despite not being as proficient with the Rinnegan as Nagato, Obito managed to create his own Six Paths, which even gave Naruto a hard time.

As the Jinchuriki of the Ten-Tails, Obito grew so strong that only a few people, such as Naruto Uzumaki and Sasuke Uchiha, could match his strength.

6. Madara Uchiha

Madara Uchiha is one of the few people in the Naruto universe to actually awaken his own Rinnegan. By combining Ashura's powers with Indra's, Madara gains access to Rinnegan, which he can use to the best of his ability. As the perfect Jinchuriki of the Ten-Tails, Madara increased his strength to near Hagoromo's level with drastic speed, showing just how great he really was.

Using his Rinnegan, Madara is also able to use a special ability known as Limbo, which allows him to summon clones of himself from completely different realms, making him virtually invincible.

5. Sasuke Uchiha

Widely recognized as the only shinobi capable of rivaling Naruto Uzumaki, Sasuke Uchiha achieved god status by receiving the Yin power of the Six Paths from Hagoromo Otsutsuki. Thanks to this power, he awakens Rinnegan in his left eye, although this version of the eye consists of six tomoe marks. As expected of someone like Sasuke, as an adult, Sasuke had mastered all the powers of his Rinnegan.

From using the Six Powers to his special teleportation technique called Amenotejikara, Sasuke can do it all. If all that wasn't enough either, his skill with his eyes is so great that he can open portals to different dimensions to go wherever he wants. Sasuke is really one of Rinnegan’s most formidable users.

Unfortunately, Sasuke's Rinnegan was destroyed during the fight against Isshiki Otsutsuki with Naruto, Kawaki, and Boruto. Kawaki's last blow that stepped on Isshiki's body instantly annihilated the Otsutsuki alien until it disappeared without a trace. Surprised that Kawaki could perform kage bunshin no jutsu, Naruto and Sasuke were amazed by Kawaki's ingenuity that was able to defeat Isshiki once and for all. Kawaki can only summon one clone, unlike Naruto and Boruto's kage bunshin no jutsu.

Speaking of Boruto, Sasuke was suddenly surprised by Boruto's attack whose body was controlled by Momoshiki. Boruto's sharp kunai stabbed Sasuke's Rinnegan, he instantly went blind and screamed in pain. The Rinnegan were immediately targeted by Momoshiki who took over Boruto's body because he wanted to prevent Sasuke from using his teleportation jutsu and running away with those eyes.

4. Kaguya Otsutsuki

The conceptor of chakra on Earth itself, Kaguya Otsutsuki also has powers similar to Rinnegan. Her eyes, officially known as the Rinne-Sharingan, possess both the Sharingan and Rinnegan abilities, making them superior to these two eyes in their prowess. Using her powers, Kaguya can open portals to six different dimensions, and even instantly teleport herself and the people around her anywhere she wants.

Being an Otsutsuki, she can absorb all chakra, and therefore all ninjutsu are rendered useless against her. The greatest ability of her Rinne-Sharingan is the ability to cast Mugen Tsukuyomi.

3. Momoshiki Otsutsuki

One of the main family members of the Otsutsuki clan, Momoshiki is arguably the strongest we have ever seen. Being able to fight both Naruto and Sasuke head-on, Momoshiki seems to be a formidable foe. In reality, Momoshiki has 3 different Rinnegan.

Using one Rinnegan in his left hand, Momoshiki can absorb all the chakra, and using the right Rinnegan, he can make a Jutsu several times stronger and release it. Yet there’s another Rinnegan on his forehead. What he did with the remaining eye remains largely unknown. Nonetheless, Momoshiki is an excellent Rinnegan user, and one of the strongest in Boruto.

2. Urashiki Otsutsuki

One of Momoshiki's subordinates, Urashiki seems to be a very powerful God, able to fight two of the five Kage with ease. Unsurprisingly, most of his power comes from his Rinnegan, which he has in both of his eyes. Unlike Sasuke, Urashiki uses tomoe-Rinnegan in both eyes. As expected of an Otsutsuki, ninjutsu was practically useless against him.

Urashiki's Rinnegan allows him to teleport to various places instantly, and when combined with his ability to steal people's chakra and use it, he is undoubtedly one of the strongest in the series. Urashiki had stolen Mitsuki's sage chakra, as well as most of Sasuke's chakra which if used would make him nearly invincible.

1. Hagoromo Otsutsuki

Also known as the Sage of Six Paths, Hagoromo Otsutsuki is arguably the strongest character in the entire Naruto series. Possessing Rinnegan since he was a child, Hagoromo's skill with these eyes was incomparable. A small part of his power is shown to us when he creates the moon using Chibaku Tensei.

Even after distributing his power to Naruto and Sasuke, Hagoromo had enough chakra to summon the dead Kage from the holy land and destroy the Edo Tensei. Without a doubt, he was the strongest Rinnegan user in the entire shinobi world.
