The new Valir’s skin is named Dictator, and it has a cool design. Valir looks more dignified with a red military suit. 

According to the leaks circulating around, the Dictator skin is the reward for January 2020 Starlight Member. If the report is right, then you need 550 Diamond to obtain this cool skin.
