There are a lot of ‘godly’ pirates in One Piece who are bestowed with the powers from Devil Fruits, such as Doflamingo, Teach, Marco, and many others. However, that doesn’t necessarily mean that those who didn’t eat the Devil Fruit are weak. On this occasion, the writer would like to discuss the strongest non-Devil Fruit user characters in One Piece. Who are they? Let’s just get straight into it!

1. Vista

Vista is the former Commander of the 5th Division of the Whitebeard Pirates. “Flower Sword” Vista is one of the most exceptional swordsmen in One Piece. His swordsmanship is even recognized by the World’s Strongest Swordsman, Dracule Mihawk.

During the Battle of Marineford, Vista fought against Mihawk and it ended in a draw. This should serve as proof that he’s quite a remarkable swordsman. Although his true power is still a mystery, Vista is already one of the strongest pirates in One Piece.

2. Roronoa Zoro

After the Timeskip, Zoro has grown into a much stronger fighter. It all thanks to his training under the wings of the strongest swordsman, Mihawk. Since the Timeskip, Zoro managed to defeat various Devil Fruit users without even using 100 percent of his ability. Take his fight against Pica in Dressrosa, for instance. At that time, Zoro didn’t even bring his A-game.

His right eye, which hadn’t been opened since the Timeskip, may raise some speculations that say it’s probably his secret power. Perhaps in Wano Zoro will eventually show his full power? One thing for sure, the writer thinks that he’s definitely one of the strongest non-Devil Fruit user pirates in One Piece.

3. Scopper Gaban

Gaban was a former subordinate of the Pirate King Gol D. Roger. Just like Rayleigh, Gaban is also deemed as incredibly powerful even though he’s not a Devil Fruit user. In Roger’s flashbacks, we can see how powerful Gaban used to be while only using axes. 

It’s also highly possible that he’s a Haki user. Because normally, Roger Pirates’ most well-known crew are users of high-level Haki. While we may never know about his true power, he’s easily one of the strongest non-Devil Fruit user characters.

4. Benn Beckman

Benn Beckman is Shanks’ first recruited crew, as well as his ‘right-hand man’. Although he’s not a Devil Fruit user, Benn’s definitely not one to be trifled with. His true abilities are yet to be revealed, but even Kizaru is afraid of him. 

As a Logia user, Kizaru should be invulnerable to bullets. Could it be that Benn has the power to imbue his bullets with Haki so that they can penetrate and injure any Logia users? One thing for sure, no one dares to have some trouble with him to this day.

5. Silver Rayleigh

Also known as the Dark King, Rayleigh was the first mate of the Pirate King Gol D. Roger. Even in his twilight years, Rayleigh can still stand his ground against powerful enemies like Kizaru. However, he has retired from his pirating years and started a new life as a ship mechanic.

Rayleigh is one of the Haoshoku Haki users, which means he has what it takes to become the King. Seeing Luffy who shares similar qualities with Roger, Rayleigh supports his aspiration by teaching hime every type of Haki to survive in the New World and get to Laugh Tale.

6. Dracule Mihawk

As the Strongest Swordsman in the World, surely Mihawk is also included in this list of the strongest pirates in One Piece. He also wields one of the strongest swords, Yoru. Before Shanks became a Yonkou, he used to duel with Mihawk. Mihawk is also the man who inspired Zoro to be the best swordsman ever.

7. Kozuki Oden

Oden was the son of a Daimyo of Wano in Kuri. He used to join the most prestigious pirates like Roger Pirates and the Whitebeard Pirates. Oden fought using his two swords, Ame no Habakiri and Enma, which were the two O Wazamono swords. Even without Devil Fruit powers, Oden almost killed Kaido in a fight.

8. Shanks

Shanks is one of the Yonkou(s) with a bounty of more than 4 billion Bellies. His power can only be matched by other Yonkou(s). Shanks wields his sword, called Gryphon, yet his swordsmanship is yet to be revealed to this day. He also has mastered all kinds of Haki that can easily intimidate his opponents.

9. Rocks D. Xebec

Although he’s been long defeated, Rocks was one of the most powerful Pirates 40 years (of the series) ago. According to Sengoku, he aimed to become the King of the World. Rocks was so powerful that Roger and Garp had to join forces to be able to defeat him. It’s never mentioned whether Rocks was a Devil Fruit user, therefore, he’s included in this list.

10. Gol D. Roger

The last character that made it into this list of the strongest non-Devil Fruit user pirates in One Piece is no other than the Pirate King himself, Gol D. Roger. The only one who probably could match his power was Edward Newgate or Shirohige. Roger didn’t have a Devil Fruit ability, but he had the God-level of Haki.

His strong ambition and ability had led Roger to become the Pirate King. It’s only Roger and his crew who had discovered the One Piece treasure. He was also the one who triggered the Pirate Era.
