1. Normal Hero
This pro hero with the real name Masaki Mizushima is like an "NPC" hero who doesn't help much. As a pro hero, he should be able to deal with various threats, but so far as is known, his contribution as a hero is very small.
Normal Hero once helped to track Stain, but he was afraid to face a villain like Nomu. Not only that, but Normal Hero is also afraid of most villains. His water quirk is also nothing special, even most U.A students are stronger than him.
2. Slugger
Slugger is a pro hero who appears at the beginning of the story, precisely when Bakugo was captured by a villain. Equipped with a baseball bat, Slugger does try to help, but his achievement is not much.
Slugger only appears to be one of the pro heroes at the beginning of the story, but if you look at his abilities, he doesn't deserve a hero license.
3. The Fly
Although there are some Quirks that can be used to fly in a certain way, there is no hero who has a natural Quirk for flying other than Hawks and The Fly. Even though he has the ability to fly, The Fly doesn't have the fighting ability that a pro hero needs. That's why he doesn't deserve a license.
4. Rock Lock
Rock Lock has a Lock Down Quirk that can lock the opponent's movement. Opponent who are touched by him will not be able to move for a while. However, the weakness of this Quirk is a great strength. If the target has a much stronger physique than Rock Lock, this Quirk will be ineffective.
Rock Lock did not move when dealing with Himiko Toga and was defeated badly. His Quirk may be quite good, unfortunately, this hero with the real name Ken Takagi, was not strong enough. It makes him unworthy of a hero license.
5. Fourth Kind
Fourth Kind is a pro hero who has his own agency where Kirishima and Tetsutetsu work as an intern at his place. He has a Quirk that can summon 2 other arms, making him having 4 arms. As a Quirk that a pro hero has, his Quirk doesn't look cool.
Not only that but the Fourth Kind was also seen being too harsh on Kirishima and Tetsutetsu as his intern. Such an attitude should not be owned by a pro hero. This is why he also doesn't deserve a license.

6. Lunch Rush
For those of you who don't know, Lunch Rush is a chef who works at U.A. His Quirk allows him to make him feed 1000 people at once. Unfortunately, that's not enough to make him a pro hero.
He doesn't actually have the ability to fight. One of the requirements needed to become a good pro hero is above average fighting strength. Lunch Rush can do absolutely nothing in combat. That's why he doesn't deserve a license at all.
7. Snake Hero
A pro hero must work hard to defend society from criminals. In contrast to Snake Hero, a pro hero who is often seen doing nothing. Compared to being a pro hero, she is more suitable to be called a celebrity. Instead of helping others, she is more interested in being a photo model and diving into the entertainment world. She doesn't need a hero license.
8. Sirius
Sirius is a pro hero with super hearing Quirk. Her Quirk is useful for Selkie who also worked with her at sea. Unfortunately, she will be useless if she didn't team up with Selkie. Artikelnya kurang bermutu atau penulisnya yang kurang paham isi cerita Boku no Hero Academia ya?? Tugas pro hero di dunia Boku no Hero itu nggak hanya tarung sama musuh doang bro, tapi ada evakuasi, support, pencarian, dll.

Sini Mas Ridwan Hidayah gw jelasin, yang namanya hero ada yang tipe nya support dan ada yang tipe kuat di medan tempur tapi tetap saja harus membutuhkan yang namanya support, jadi pro hero itu bukan harus kuat di segala medan tempur.
