In the universe of Naruto and Boruto, there is the term Mizukage or leader of the Kirigakure. The Mizukage is generally regarded as the strongest shinobi in Kirigakure. There are six Mizukage in the history of Kirigakure.

The position of Mizukage was created after the formation of Kirigakure by Byakuren the village founder. The position is filled by the greatest person in the village, regardless of age. The Mizukage office building is the biggest landmark in Kirigakure Village, with the kanji Mizu on it.

1. Byakuren, First Mizukage

Byakuren is the First Mizukage nicknamed Shodai Mizukage, literally meaning First Water Shadow or Founder. It was this person who had founded Kirigakure.

During the Civil War period following the formation of Kirigakure, Byakuren worked tirelessly to establish his village as one of the Five Great Shinobi Countries. However, his governance tends to lead to conflicts with other villages.

At the first meeting of the five Kage, Byakuren was accompanied by a shinobi from his village, who would later become the Third Mizukage. He sat down next to the other Kage, and told Hashirama Senju that he would cooperate with all of them as his comrades. But he suspects the other kage's ulterior motives because they often gather in secret.

He later expressed his anger when the First Kazekage made a statement that the tailed beasts weren't given away because the sand priest Sunagakure had sealed them. They instead demanded 30% of another country's payment for a tailed beast from Konoha Village.

The problem occurs because the number is declared too high. When the conflict broke out Hashirama made his appeal to the kage to make peace in order to preserve the future of their children and all nations should unite. Byakuren takes the peace process seriously.

2. Gengetsu Hozuki, Second Mizukage.

Gengetsu Hozuki is the Second Mizukage of Kirigakure. He is also a member of the Hozuki clan. During his lifetime, Gengetsu had a feud with the Second Tsuchikage. The feud ends with the two men killing each other in their final confrontation.

3. The Third Mizukage 

The Third Mizukage is the leader of Kirigakure whose real name is unknown. He accompanied the First Mizukage Byakuren to the first Five Kage Summit. There, he stood behind Byakuren and watched closely as the conference proceeded.

4. Yagura Karatachi, Fourth Mizukage

Yagura Karatachi is the jinchūriki of the Three-Tailed Beasts and also the Fourth Mizukage of Kirigakure. Yagura is best remembered for his tyrannical and ruthless reign that made Kirigakure known as the "Bloody Mist". He was manipulated by Tobi or Obito Uchiha who became the real leader of Kirigakure behind the scenes.

5. Mei Terumi, Fifth Mizukage.

Mei Terumi is the Fifth Mizukage of Kirigakure. After Yagura Karatachi's terrible reign ended, Mei became the leader of Kirigakure and worked tirelessly to reform internal policies and re-establish diplomatic relations with other villages.

While still a young girl at the age of nine, Mei had to undergo the brutal Kirigakure academy graduation ritual. Living in the dark ages of Kirigakure's Bloody Mist Village, she has fought hard for her village.

After serving as a Mizukage, Mei faces challenges as she struggles to erase the bad name left by the Fourth Mizukage and the dark history of the village itself. In the anime, after Yagura dies, Mei receives a letter from the Kazekage and the Fifth Hokage, asking if Kirigakure will participate in the upcoming Chunin Exams that will be held by their village. Then Mei tells the Hokage that her village will not join.

6. Chojuro, Sixth Mizukage 

Chojuro is one of the last generations of the Kirigakure’s 7 Ninja Swordsmen of the Mist. He served as the retainer of Mei Terumi the Fifth Mizukage, before Chojuro became the Sixth Mizukage.

In the anime, shortly after the Fourth Mizukage died and Mei Terumi was made the Fifth, Chojuro was present when his village received invitations from Konohagakure and Sunagakure to take the impromptu Chunin Exams that they would be holding together. Unfortunately, Kirigakure is still recovering from the death of its Fourth leader, so it was decided that Kirigakure will not take part in this Chunin Exam.
