After Sengoku stepped down, Akainu replaced his position as the Fleet Admiral in the Marines. Akainu's leadership proved to be very cruel as he would justify any means necessary for the Marines’ victory. If Akainu retires someday, there are several Marines who have the potential to replace him.

1. X Drake

Although X Drake is a member of the Worst Generation whom the Marines are looking for, in actuality, he is also a Marine himself. Currently, he is a double agent by spying on Kaido's crew. X Drake is also the leader of a secret organization, SWORD, whose main purpose is still unknown to this day.

If X Drake successfully carries out his mission very well, the Marines' higher-ups may consider him the next Fleet Admiral, replacing Akainu.

2. Tsuru

Tsuru is one of the Marines’ and of the same generation alongside Garp and Sengoku. Tsuru has been named as the Marines’ strategist and is also trusted as the great leader. Currently, she is nicknamed "Great Staff Officer".

If Akainu suddenly stepped down or left the Marines for some reason, the Fleet Admiral position can likely be taken over by Tsuru temporarily. With Sengoku and Garp's support, surely Tsuru can be a better Fleet Admiral than Akainu before her.

3. Rob Lucci

Rob Lucci may not be an official member of the Marines, but he's still connected with it. Rob Lucci is the World Government's dream soldier. He is cold, strong, and will eliminate anyone who opposes the world's nobles.

After being defeated by Luffy while serving as a member of CP9, Lucci is now working under CP0, and his strength has increased considerably since then. His combat prowess is probably equal to those of the Admirals. Like Akainu, Rob Lucci can be chosen as the next Fleet Admiral because of his strength.

4. Aokiji

Aokiji was a Fleet Admiral candidate recommended by Sengoku. Unfortunately, he failed to become the next Fleet Admiral after losing to Akainu. Aokiji is one of the strongest members of the Marines, it feels weird if they just throw him out. Currently, Aokiji joins the Blackbeard Pirates, but he may be just a spy in the crew.

Many fans speculated that Aokiji is a SWORD member. If that speculation is true, someday he can replace Akainu as Fleet Admiral, taking over his position.

5. Kizaru

Although Kizaru probably is not interested in becoming a Fleet Admiral, he can be assigned as one. As an Admiral, Kizaru's strength is already out of the charts. The user of the Logia ability from Pika Pika no Mi devil fruit could defeat almost all Supernova members at Sabaody.

The laser that becomes Pacifista's power was inspired by one of his techniques. Unfortunately, Kizaru is not suitable to be a Fleet Admiral even though he can.

6. Fujitora

Since he was introduced in the series for the first time, we finally see a figure in the Marines with the “true justice" code in him. Fujitora can be said as one of the strongest swordsmen in the world. Even though he’s blind, Fujitora can see the rottenness that the World Government is doing.

In contrast to Akainu, he is more concerned with people’s lives rather than his duties. He even respects Luffy as his opponent. With a true view of justice, Fujitora is very well deserved to become the next Fleet Admiral, replacing Akainu.

7. Ryokugyu

It’s not strange if all Admirals have the potential to become a Fleet Admiral, including Ryokugyu. His closeness to Fujitora may give us a clue that he also has a true view of justice. Knowing the fact that he hasn't eaten or drank in 3 years, we can tell that his strength is unrivaled.

Because of that, he can be a suitable candidate to be the next Fleet Admiral. There is a theory that says that one of Ryokugyu's abilities is photosynthesis, and that's why he can live even without eating or drinking for 3 years long.

8. Coby

Similar to Luffy, Coby has a big dream to become a Marine hero. With his strong willpower, he trains himself so hard under the tutelage of Garp until he can become a Captain. At a very young age, Coby has mastered Kenbunshoku Haki.

His significantly improved fighting skills make Coby a good candidate for SWORD. With the heart and strength of a hero, Coby also has the potential to become the leader for future Marines. When Luffy becomes a Pirate King one day, Coby can become an Admiral or even Fleet Admiral.
