1. Alvida

Alvida is the first villain to appear in One Piece. After being completely dominated by Luffy, he ate a devil fruit and joined Buggy's crew, vowing revenge on him.

Despite Alvida's impressive nature, she must have mistakenly joined Buggy. Although Alvida is interesting, she is irrelevant to the story for these more than 1,000 chapters. Even though Buggy has recently reappeared and caused a stir among fans, Alvida is nowhere to be seen and becomes the subject of their conversation.

2. Axe Hand Morgan

Morgan was a tyrant who forced his subjects to build a huge statue in his honor. After being defeated by Zoro and Luffy, his evil deeds were discovered, he was then captured by the World Government.

Despite having no Devil Fruit or extraordinary talent, Morgan attempts to escape from Garp's ship. He remains an antagonist to Coby and Helmeppo where both are tasked with surpassing his powers.

3. Buffalo

Buffalo is a flying Devil Fruit user who first attacked the Straw Hats on Punk Hazard. Even so, he turned out to be not very strong where Franky defeated him with Baby 5 while protecting the Thousand Sunny.

Unlike other members of the Donquixote family such as Lao G and Senor Pink, Buffalo also lacks personality. His only visible character trait is his persistent capacity to manipulate Baby 5 to achieve his goals.

4. Higuma

Higuma is the antagonist in Luffy and Shanks' flashback in Foosha village. He was stupid enough to dare to challenge a Yonkou. Whereas Higuma himself was just a mountain bandit leader with a bounty of 5 million Belly.

He once insulted Shanks by spilling sake on his head. Though Shanks ignored it. But because he had kidnapped Luffy, he had to deal with Shanks and his crew. With ease, Benn Beckman and Lucky Roo finished off Higuma's men. Higuma himself ended up being swallowed by a sea monster.

5. Demaro Black

Demaro Black is a pirate disguised as Luffy after the time skip at Sabaody. Demaro himself was actually very weak, but he managed to fool hundreds of pirates who wanted to become the Straw Hat crew.

He also fainted after being hit by Luffy's Haoshoku Haki for trying to fight him. Demaro Black's cover was exposed after the Pacifista identified him. In the end he was easily defeated by Sentomaru. His current existence had probably been forgotten.

6. Disco

Disco is one of the antagonists in the auction house in the Shabaody plot. He catches Camie in a mermaid to sell and become a slave. Disco is actually very weak, maybe he can't even fight.

When a riot broke out, Rayleigh who was then one of the slaves let himself go and appeared. All the soldiers working for the Tenryubito at that time passed out after being hit by Rayleigh's Haoshoku Haki, including Disco.

7. Jango

Jango is a hypnotist who was once in the Kuro Pirates. He uses a bladed disc to hypnotize and attack his opponent. But Jango himself is not a strong fighter so his attacks can be easily avoided and countered by experienced fighters.

His hypnotic ability is also actually very bad. Jango once hypnotized Luffy, but it made him go crazy to destroy Kuro's ship. In other words, Jango's attack could be the master's weapon.

8. Foxy

Foxy is the main antagonist in the Davy Back Fight plot. This Noro Noro no Mi fruit eater can indeed slow down his opponent for 10 seconds, but Foxy himself is actually a very weak fighter. So far, Foxy has been able to win the Davy Back Fight by cheating.

If he fought hand-to-hand, he could definitely be defeated easily. In the One Piece Stampede movie, Foxy appears only as a joke character. No fight scenes are shown from him.
