Rob Lucci was a member of CP9 that was beaten by Luffy in their fight in Enies Lobby. Lucci ate Neko Neko no Mi type Leopard that gives him the power to transform into a giant leopard-human hybrid, that also increases his physical skills

After the time skip, Lucci joins CP0 that is the strongest Cipher Pol organization. What’s his actual goal? Does he want a revenge match against Luffy after his loss in Enies Lobby, or is it for other purposes? The writer will give a short insight into this theory! 

Originally, Lucci was portrayed as a carpenter in Galley-La. For the work assigned by the World Government, Lucci willingly went to disguise himself as a carpenter and lives in Water 7 for 5 years. Lucci never speaks a word while in disguise, he only communicates via his pet pigeon.

After exposing his own self as a CP9 member, finally, Lucci talks like a normal person. Lucci is shown as a cold and emotionless person. Even when he never shows his emotions, he not reluctant to hurt someone that dares to mock him.

Lucci also didn't have any feelings for his friends that’s been with him for 5 years. I.e. he tried to kill Paulie after his identity as CP9 is exposed. Lucci is also a ruthless fighter that finds excitement when he hurt his enemy mentally and physically.

In the Water Seven arc, Luffy that tried to save Robin didn’t have any other choice but to fight him. The duration of the fight is quite long and Luffy came out as the winner. After the fight, Lucci that was knocked out was not shown until the time skip.

In Dressrosa, Rob Lucci was shown as a member of CP0 that was talking to Kakus from Den Den Mushi. It was still not explained who is the leader of CP0, but judging by how Spandam calls him boss, there’s a possibility that the leader is Rob Lucci.

They suspected that all the weapons from the underground harbor in Dressrosa was taken by the Revolutionist Army. After the fall of Doflamingo, Sabo warns Luffy and friends about CP0 arrival in Dressrosa and suggest that they depart soon. There’s also a possibility that Rob Lucci targets the Revolutionary Army to torture them.

Many of you guys think that Lucci joins CP0 to be stronger so he can have revenge. But it seems like that’s not the case. Just as explained above, Lucci is a ruthless fighter that only satisfied after hurting his enemy physically and mentally.

We suspected that the reason why Lucci joins CP0 is to torture more people for his own satisfaction. While his revenge on Luffy is not his main Goal
