Proof That Steve Haines and Agent 14 Are Not the Same Person

Despite their similarities, these characters are not related to each other

In the GTA 5 universe, there are two characters who are eerily similar in terms of their physiques, voice, and even mannerism. They are Agent Steve Haines and Agent 14, both of these characters shape the storylines in GTA 5 and GTA Online.

When Agent 14 first made his appearance in GTA Online’s Prison Break mission in 2015, many believed that Agent 14 was none other than Agent Steve Haines. This theory was corroborated by the fact that Agent 14 didn’t reveal his true identity throughout the Prison Break and Humane Labs Raid missions in GTA Online.

Even to this day, some players still believe that Agent 14 and Agent Steve Haines are the same person. On this occasion, I would like to show some proof to challenge that and to prove that Agent 14 and Agent Steve Haines are two different people, and completely unrelated.

Different Agencies

As we already know, Agent Steve Haines only appears in GTA V Story Mode, where he works for the FIB (Federal Investigation Bureau) along with Agent Dave Norton and Agent Andreas Sanchez. Whereas Agent 14 only appears in GTA Online, where he works with Agent Karen Daniels of the IAA (International Affairs Agency) during the Humane Labs Raid mission.

During the Doomsday Heist in GTA Online, it’s shown that Agent 14 is also a member of the IAA. He also takes part in stopping Avon Hertz from destroying the world.

On one of the GTA fandom sites, it’s mentioned that Agent 14 and Agent Steve Haines are the same person. It’s also mentioned that Agent Steve Haines serves as a double agent for the FIB and IAA at the same time.

However, what’s written on the site cannot be true given that during the GTA 5 storyline, Agent Steve Haines seems to have a strong hatred towards the IAA. He often mocks the IAA, which he displayed during The Wrap Up:

We all know you Agency boys are ball deep in a plot to drive up your funding by any means necessary.”

From that line, and based on the entire GTA 5 storyline, it’s rather impossible for Agent Steve Haines to become a double agent. Especially after he openly expressed his view about the IAA.

Their Status

In Diamond Casino & Resort’s Strong Arms Tactic, Tao Cheng says a line that confirms that Deathwish is the canonical ending in GTA 5. This means, that Agent Steve Haines was killed by Trevor back in 2013.

In 2017, Agent 14 made his first appearance in the Gunrunning DLC. In Mobile Operation Center: Mole Hunt, he also confirms that it’s 2017. Meaning that in 2017, Agent Steve Haines is dead, whereas Agent 14 is still alive.

Different Voice Actors

Despite the similarities in their physiques and voice, these characters are voiced by two different voice actors. Agent Steve Haines is voiced by Robert Bogue, while Agent 14 is voiced by Ryan Farrell.

It’s a different case than Lester and LJT, two different entities in GTA Online that are both voiced by the same person, Jay Klaitz. It’s because LJT is none other than Lester in disguise, and it’s been confirmed by some of Lester’s lines in GTA Online.
