11. Kushina Uzumaki

She is famous with her hot-blooded personality during her youth, Kushina also has an extraordinary chakra and power as the member of Uzumaki clan. She also mastered the art of the sealing techniques fuinjutsu.

This ability allows her to protect Naruto and even helping Minato to fight against Obito despite her body condition is very weak when Kyuubi is extracted from her body.  

Her dedication as a strong mother and wife makes Kushina worthy to be called as one of the best female shinobi in Naruto!

10. Hinata Hyuuga

As the member of the Hyuuga clan, of course Hinata has the amazing dojutsu, the Byakugan. Her eyes are able to detect the flow of her opponent’s chakra and her Gentle Fist can stop their chakra, of course it is a dangerous combination.

Her ability also increased after she met Hamura Otsutsuki in The Last: Naruto the Movie, until her chakra changes its color from blue to purple and can destroy Tenseigan!

9. Temari

The blond-haired shinobi from Sunagakure is not only beautiful but also has a unique combat ability and different than the other ninjas. Thanks to her Giant Fan, Temari can create a deadly wind storm and use her fan as a close-range weapon and deflect the opponent’s attacks.

8. Sakura Haruno

Her punch is pretty strong since the beginning, becoming Tsunade’s student making Sakura’s chakra control is even greater and giving her the healing ability and also destructive power added to her attacks which allows her to destroy the ground easily!

Being faithful and keep loving Sasuke who almost never at home after they got married (and got stabbed too!), I think this is also one of Sakura’s power too, lol.

7. Konan

The friend of Nagato and Yahiko is not only considered as dangerous because she also one of the founder of Akatsuki, but also because of her ninjutsu that can turn her into thousands of papers. This technique not only has a great defense but also the effective way of attack.

After Nagato’s death, Konan becomes the village head of Amegakure -- even though not long after that she was killed by Obito.

6. Mei Terumi

As the Fifth Mizukage, no wonder if Mei is ranked at the top. Her abilities to master the elements: Water, Fire, Lightning, Earth, Lava and Boil making her as one of the most powerful ninjas.

Mei is also considered as one of the most humble Kags, like when she defended Gaara at the meeting of the Kage before the Shinobi World War. Mei also turned Kirigakure into a better village and was open to other villages after Yagura's cruel rule.

5. Kurotsuchi

The granddaughter of Onoki, the Third Tsuchikage and she eventually becomes the next Tsuchikage. Although she is very arrogant and audacious at first, her attitudes change after the Allied Shinobi Forces successfully defeated Madara.

Although her arrogant attitude is supported by her amazing ability that eventually makes her as the next Tsuchikage and her taijutsu ability is proven to be important when the 5 Kage, Sasuke and Boruto confronted Kinshiki and Momoshiki Otsutsuki.

4. Tsunade

Tsunade has an amazing hand-to-hand combat ability, extraordinary medical science that can even heal Sasuke from Tsukuyomi and number 1 chakra control among the ninja. Beautiful and strong, the granddaughter of the First Hokage is eventually chosen as the first female Hokage.

3. Yugito Nii

One of the female Jinchuuriki, Yugito is a ninja who is highly respected by Killer B even though she is younger. She is a decent strategist and her fighting skill with her nails is getting stronger because she is the Jinchuuriki of the Two-Tails, Matatabi. An opponent that cannot be underestimated.

2. Fuu

Fuu is one rank higher than Yugito, because of her ability as the Jinchuuriki of the Seven-Tails allows her to fly, and she can easily dodge the opponent’s attack and she is able to attack from a larger area. Her ninja skills are very effective to trap the opponent.

1. Kaguya Otsutsuki

As the first wielder of chakra, of course this makes Kaguya as the strongest lady in the Naruto World. To be able to defeat her, it needs the attack combination from Naruto, Sasuke, Sakura, Obito and Kakashi. She can absorb chakra and cast Infinite Tsukuyomi with Rinne Sharingan, making her really terrifying!
