Admiral Kizaru is one of the most difficult antagonists for the Straw Hats to beat in One Piece before the time skip. This is because Logia's abilities are extremely dangerous. 1. Ulti

Ulti is a member of Tobi Roppo, which was recently shown in the anime. His devil fruit ability is one of the strongest among Tobi Roppo. With his Ancient Zoan abilities, Ulti can even destroy any hard walls with his headbutt.

Ulti may be one of the most formidable Tobi Roppo because of his excellent Busoshoku Haki mastery. This brother of Page One had time to fight alongside Luffy. His Haki might be able to beat even a Logia user like Kizaru.

2. Page One

Page One is a user of the Ancient Zoan Ryu Ryu no Mi: Spinosaurus ability which allows him to become a spinosaurus. Page One may not be as strong as the other Roppo Hats, but he has Busoshoku Haki which is strong enough to be able to take on even Logia ability users. Crocodile might just be defeated by him.

3. Sasaki

Sasaki is a member of Tobi Roppo who also mastered the Ancient Zoan ability, namely Triceratops after he ate Ryu Ryu no Mi: Triceratops. That ability gave him a very strong defense. The figure who became Franky's opponent in Onigashima might also have a chance to win against Crocodile.

4. Black Maria

Black Maria is a eater of the Ancient Zoan devil fruit, Kumo Kumo no Mi: Rosamygale Grauvogel. This allows him to transform into an ancient spider. He is the most unique member of Tobi Roppo among the others, because his devil fruit is not a dinosaur type.

5. Who's Who

Who's Who is a member of Tobi Roppo with the highest bounty, which is 546 million Belly. His experience as a member of Cipher Pol makes Who's Who a fairly dangerous fighter. He ate the Ancient Zoan Neko Neko no Mi: Sabertooth fruit. It also sets him apart from other Tobi Roppo members.

6. Jack

Jack is one of the All Star Beasts Pirates. With a bounty of 1 billion Belly, Jack is not someone to easily match. His strength can even match that of fighters like Inuarashi and Nekomamushi. He also once fought against one of the Admirals of the Navy and left safely.

7. Queen

Queen is also one of the All Star Beasts Pirates. This pirate with a bounty of 1.32 billion Belly could be a big threat to the World Government. He also mastered the biological knowledge of Germa 66 to be able to modify himself.

8. King
