7. Jiren

A member of Pride Trooper from Universe 11 and the strongest fighter in Tournament of Power. Goku once balanced his power -- even beat him -- when Goku entered Perfect Ultra Instinct, but that tremendous power cannot be contained and he wounded so bad. After that, Goku requires help from Android 17 and Frieza to disqualify Jiren from the tournament.

6. Cumber

An evil Saiyan who appeared in Dragon Ball Heroes anime. Not only appear with tremendous power, but Cumber also could affect his enemy’s mind. Even Vegito couldn’t stand against Cumber’s Oozaru attacks.

A boy who turns out to be Buu’s reincarnation after he was beaten and Goku hoped to face him again. Goku later picked him as his pupil because he realized his potential even though he’s still a kid and hoped to surpass him one day.

3. Goku Black/Zamasu

The student of Gowasu who looked down on other beings but gods. Zamasu later stole Goku’s body to gain a massive power and received his help from another dimension to succeed in his plan to destroy all life forms in the world: Zero Mortal Plan.

Couldn’t be beaten by Goku, Vegeta, and Trunks. Later Zeno destroyed him along with his dimension.

2. Beerus

Universe 7’s God of Destruction. His power is beyond limits to the point he could throw Goku’s Super Saiyan 3 with just a flick and destroyed various planets easily. For the time being, Beerus still looking for someone who can defeat him.

1. Whis

Assitant angel and Beerus’ teacher. So far, he is the strongest being in Universe 7 alongside his brother of angles, only below Daishinkan and Zeno. Not only taught Ultra Instinct, but Whis also could turn the time.
