The penguin has been Batman's nemesis since his first appearance in 1941. Short and stout physique and a bird-like face, he rules over the Iceberg Lounge as well as much of Gotham's underworld. Have a goal to take control of the city completely. Penguin has affinity with some birds such as ostriches and eagles, he uses them as accomplices to his evil plans.

In the game Arkham, Penguin is a scary mafia boss. Nolan North has a cockney accent, which makes it even more sinister. His monocle was actually the shard of the bottom of a glass bottle that got stuck in his eye as a result of his fight at the bar.

3. Batman Returns (Danny Devito)

Danny Devito plays the role of Penguin. He does a great job, giving the Penguin character the disgusting feel of a man raised by filthy penguins. Penguin Devito really is a bad character and disgusting.

4. Batman: The Animated Series (Paul H Williams)

Penguin from The Animated Series has the appearance of a fat man in a tuxedo, has a very fat physique, smokes, has a sharp nose, and has long jet black hair that is unkempt. Paul H WIlliams made him look even more sinister with his gurgly voice.

5. Gotham (Robin Lord Taylor)

Robin Lord Taylor, who played Penguin, started out as a subordinate to Gotham's biggest crime boss, until he was betrayed. Jim Gordon refuses to kill him, then lets him go free. The injury left him limping so he used an umbrella to support him.

The New Batman Adventures, Penguin looks like a high-class man with a great position, has a big nose and a shriek scream. There was no difference in his voice, he just sounded like an arrogant rich American.

8. Batman: The Telltale Series (Jason Spisak)

The Telltale Series, Penguin doesn't look like any other. Has a thin, handsome, and charming physique. He wore a suit and tie and an umbrella. Wear a gas mask like a penguin and use high-tech devices.

9. Super Powers Team: Galactic Guardians (Robert Morse)

Voiced by Robert Morse, Penguin is only a side character having one appearance in "The Case of the Stolen Powers,". He tricked Felix Faust into giving him the powers of Superman through a magic spell. He then uses the power to break out of prison and commit crimes.

10. The LEGO Series (Tom Kenny)

The LEGO Batman, Penguin has a guarded nest with literal penguins with guns, and all of his men wear parkas. Has the same Penguin voice from the game Arkham which is filled by Tom Kenny.
