1. Monkey D. Garp

Garp is a veteran Marine who earned the nickname “Marine Hero” after defeating Rocks D. Xebec. At his age that is no longer young, Garp still looks handsome and is still one of the strongest members of the Marines. Plus, he was the rival of Gol D Roger, the pirate king.

Roger himself is the owner of Haoshoku Haki. Because of that, Garp should also have it even though he has never shown it to date. Garp once teamed up with Roger to take down Rocks D. Xebec who conquered the seas at that time.

2. Monkey D. Dragon

There are still many mysteries about Monkey D. Dragon, Luffy's father who serves as the leader of the Revolutionary Army. Currently, Dragon is the most wanted person in the world because of his goal to overthrow the World Government. Being the most wanted person, Dragon surely must be very strong.

3. Rocks D. Xebec

Even though he was a pirate who was told in the past, several theories said that Rocks was still alive and hiding somewhere. He was known as the ruler of the seas at that time, before the rise of Yonkou. He had an absurd dream, which was to become the King of the World.

Rocks was not a crazy person, in other words, people who had a dream like him must be very strong.
