In the ninja world of Naruto, the person who holds the title as the Kage in the village is not the leader with absolute reign; to run the agendas and gaining advice and approvals from other parties. For Konoha village, there is a group called Konoha Council.

These veteran elders and somewhat militant, often involved in organizing the welfare or each ninja clans. But, opinion differences often occur between them and Kage or young generations, resulting in a long deadlock! Here are some annoying elders in Konoha ranked! 

5. Ayah Hiashi and Hizashi Hyuga

Hinata and Neji’s grandfather was a strict person -- always prioritize his clan’s kekkei genkai, Byakugan, above others, until he ordered Hizashi to sacrifice his life for Hiashi’s substitution when Kumogakure accused Hyuga Clan of killing their representative.

He also suggested Hiashi choose Hanabi as the next head of the clan after saw Hinata’s shy nature that slowed her development. Even so, he still showed a big appreciation to Hinata when she showed her strength.

4. Enchu Nara

Enchu has served as Nara Clan’s advisor long before Shikaku and even serving as the clan’s head and once forcing Shikamaru to take a part in a political world because of his genius; before Shikamaru decided to aid Naruto. 

When he saw Shikamaru’s attempt to have a relationship with Sunagakure and Kazekage Family (due to his marriage with Temari) scattered because of his work, Enchu decided to force their son Shikadai to take an apprenticeship as a politician under Fire Daimyo’s guidance.

He is an experienced man in the field and the office, Enchu realizes that power is not the only thing that can change the world and often pushing his clan’s power to reach the highest heights.

3. Homura Mitokado

One of Tobirama’s Team members and Hiruzen Sarutobi’s childhood friend, the late Third Hokage. Now serves as a member of the Konoha Council that filled with village elders, Homura often put the aggressive approach to guard the village.

Because of that, he supported Danzo’s decision on the Uchiha Massacre, preventing Naruto from taking a part in the Fourth Shinobi World War, even blaming Tsunade for Pain’s invasion. Moreover, when he knows the fact that Mitsuki is Orochimaru’s ‘son’, he immediately infuriates and threatens Naruto to see Mitsuki as a threat to Konoha Village.

2. Koharu Utatane

Another Konoha elder, Hiruzen’s friend, and a member of the disbanded Tobirama Team. Like Homura, she often fights with the Third Hokage and Fifth’s decision on managing the village. Her stubborn attitude makes it hard to look for the best way for both sides.

Koharu always considers mutual interests are better than individual interests, so the best interests for all village inhabitants must be done even though hurting some people.

1. Danzo Shimura

He can be said as one of the sources of troubles in Naruto’s world (aside from Obito). He attempted to secure the village’s security behind the Hokage’s shadow, but he instead caused some troubles, like Uchiha Clan Massacre, sowing revenge on Nagato, destroying Root member’s normal life, funding Orochimaru’s experiments, and many more.
