The title Mei Ou or the Dark King is given to Rayleigh because he is the man closest to Roger. Roger is the biggest enemy of the Marines and the World Government at that time so that is the reason why the Marines never take Rayleigh lightly.

Then the other reason why the Marines feared Rayleigh is because it might be possible that Rayleigh was the world’s most powerful swordsmen before Mihawk took the throne. In this era, Mihawk is the world’s most powerful swordsmen, but it was never mentioned who was the world’s most powerful swordsmen during Gol D. Roger’s era.
