Caesar Clown is the main antagonist in the Punk Hazard plot which Luffy finally defeated. He ate a Logia-type devil fruit, Gas Gas no Mi which made him a gas man. Even though he was an opponent, Caesar was quite helpful in the Zou and Whole Cake Island plots. Then why can't Caesar be Luffy's "nakama"?

Even though Caesar finally helped Luffy for some reason, Nami still hated him. Nami even always called Caesar "dirt", "trash" and "just die there". In the SBS One Piece volume 89 column, a curious reader asked Oda why Nami was so rude to Caesar.

Oda replied that the reason was because of Caesar's actions which Nami thought could not be forgiven. He gave stimulants to children, calls his subordinates guinea pigs, and attempts to invent murder weapons.

Things like that make Nami unable to forgive Caesar at any time. Nami herself really likes children. For this reason, it is certain that Caesar will never be Luffy's "nakama", unless Nami is willing to forgive his actions. So what do you think?
